Any Australian resident under Medicare arrangements can choose to be admitted to GV Health, as either a public or private patient.

Payments are made at the Cashiers Office, located on the Ground Floor of the Administration Building at our Graham Street campus.

The Office is open 9.00am – 4.30pm, Monday – Friday.

GV Health accounts can be paid either in person or via phone on (03) 5832 2053. 

Medicare Ineligible Patients

A Medicare ineligible person is any visitor to Australia who does not hold a valid Medicare card, or does not fall under one of the classifications below:

  • Asylum seekers and refugees
  • Reciprocal Rights


A Medicare-ineligible patient is required to pay the costs for all medical treatment received at GV Health. This includes all outpatient visits as well as inpatient care.

If you are admitted to hospital and you hold private health insurance, GV Health may be able to claim these costs directly from your insurer. This is subject to the terms of your insurance policy and conditions apply.

Asylum Seekers and Refugees

Asylum seekers and refugees are provided with free medical care in Victorian public hospitals.

Asylum seekers and refugees are required to provide documentation confirming their status and details. This can be obtained from the Department of Immigration and Citizenship or a recognised asylum support agency.

Reciprocal Healthcare Agreement (RHCA)

Residents of some countries are covered by a Reciprocal Health Care Agreement (RHCA) between their country and Australia. These agreements may entitle you to limited subsidised health services for medically necessary treatments while visiting Australia.

The Australian Government has Reciprocal Health Care Agreements (RHCA) with the governments of:

  • United Kingdom
  • New Zealand
  • Republic of Ireland
  • Sweden
  • The Netherlands
  • Finland
  • Belgium
  • Norway
  • Slovenia
  • Malta*
  • Italy*


*Covered for Medicare for a period of six months from the date of arrival in Australia.

To receive medical treatment and services under the Reciprocal Health Care Agreement at GV Health, the following documents are required:

  • Passport
  • Visa documentation
  • Country of birth residential status
  • Contact information, both for your stay in Australia and overseas

Transport Accident Commission (TAC)

If your attendance or admission at GV Health is related to a transport accident, you are required to lodge a claim with the Transport Accident Commission (TAC). You will be asked to sign a Compensable Patient Election form that will enable Goulburn Valley Health to assist you with initiating a claim with TAC.

If your claim is accepted, TAC may pay for all the reasonable costs associated with your hospital admission, medical treatment and services which are clinically required as a result of your injuries sustained in the transport accident.

Once you have an approved TAC claim, all associated accounts from GV Health will be forwarded to TAC on your behalf. If you fail to lodge a claim with the TAC, any medical service costs that you have incurred may be forwarded to you for payment.

Goulburn Valley Health follows the fees and guidelines set and published by the Department of Health and Human Services.

WorkCover

If your attendance or admission at GV Health is related to a workplace accident or injury, you are required make a claim through your employer to the Victorian WorkCover Authority.

You will be asked to sign a Compensable Patient Election form that will enable Goulburn Valley Health to help assist you initiating a WorkCover claim.

After a workplace accident or injury has occurred, there are certain steps you will need to follow to ensure that you meet your obligations in the claims. More information is available on the WorkSafe website.

Goulburn Valley Health follows the fees and guidelines set and published by the Department of Health and Human Services.

Private Patients

Any Australian resident under Medicare arrangements can choose to be admitted to GV Health, as either a public or private patient. By electing to use private health insurance at GV Health, patients are assisting the hospital to provide continuous improvements in patient care, enhance services, purchase new equipment, maintain facilities and make a valuable contribution.

GV Health follows the fees and guidelines set and published by the Department of Health and Human Services.

All patients receive the same quality of care, treatment and services, regardless of financial status. However, there are additional benefits for patients choosing to use their private health insurance at GV Health however, there are additional benefits and complimentary services for private patients.
