GV Health is pleased to welcome Adjunct Professor Naomi Dobroff as the newest member of the GV Health Board.

Naomi is a passionate and experienced public healthcare leader, registered nurse and the Chief Nursing, Midwifery and Consumer Information Officer at Monash Health. She is also an Adjunct Professor at both Deakin University and Monash University, holds a Master of Public Health, and is a Fellow of the Australasian Institute of Digital Health and the Australian College of Nursing.

With more than 25 years of experience in senior public healthcare leadership, Naomi has built an extensive career spanning clinical care, governance, digital health and consumer advocacy. She currently chairs the Chief Nursing Informatics Officers Faculty for the Australian College of Nursing and represents the faculty on national committees for both the Australian Commission on Safety and Quality in Health Care and the Australian Digital Health Agency.

Naomi has also held a number of significant governance roles throughout her career, including serving as Chair of the Victorian Board of the Nursing and Midwifery Board of Australia from 2014 to 2019. She is currently a Board Member of the Victorian Nurses and Midwives Trust and recently completed the Australian Institute of Company Directors’ Company Directors Course update.

Although based in Melbourne, Naomi has a long-standing connection to the Goulburn Valley. Her mother’s family lived in Mooroopna, where they attended primary school, and Naomi spent childhood holidays in the region. More recently, she strengthened those ties through the Williamson Community Leadership Program, spending time in Shepparton and meeting with a wide range of community and cultural leaders.

Naomi said those experiences reinforced her desire to contribute to the future of healthcare in the Goulburn Valley.

“The Goulburn Valley has a special place in my heart,” she said.

“I’ve had the opportunity to connect with many community leaders across the region, and it really resonated with me. I’m looking forward to bringing my clinical, leadership and digital health experience to the GV Health Board while listening and learning from the community.”

Naomi said she was particularly passionate about improving health outcomes for regional communities and helping ensure they have access to the same expertise and opportunities as metropolitan areas.

“One of the things that attracted me to the role is the opportunity to contribute my experience in digital health and governance to a regional health service,” she said.

“Regional and rural health services often face unique challenges, not because they lack ambition, but because of distance and access to specialist expertise. I hope I can help bridge some of those gaps while learning from the community about the issues that matter most.”

“Ultimately, my focus has always been on improving care and making a positive difference in people’s lives. I’m excited to contribute to the important work of the GV Health Board and support better health outcomes for the Goulburn Valley community.”

Naomi commenced her three-year appointment to the GV Health Board in July 2026.
